Goals:
Productive use of class periods, less interruptions
Earlier end to "regular class periods" (less affect from early dismissal)
Offer students incentive for strong academic performance and good behavior
Offer students daily opportunity to meet with teachers, counselors and advisors
Less "non-learning" interruptions throughout the day
